During the Democratic Presidential primaries in 2004, Dean pioneered the use of the internet in campaigning and demonstrated his ability to raise money and motivate grassroots activism. After dropping out of the primary, Dean established Democracy for America to nurture this nascent movement. It has become a successful national organization committed to the "50 State Strategy" of building a dynamic organization capable of fielding viable Democratic candidates in every state in every election.

In February 2005 Dean resigned from the leadership of DFA to chair the Democratic National Committee. As chairman he has proven to be an innovative thinker and an inspirational leader, working with Democratic groups across the U.S. to craft a winning strategy in 2006 and lay the groundwork for success in 2008.

Dean's unique perspective on rebuilding the Democratic Party from the bottom up comes from years of experience in multiple roles. A physician by training, he began his political career as chair of the Chittenden County Democratic Committee. He was elected to the Vermont House of Representatives in 1982 and lieutenant governor in 1986, becoming Governor of Vermont in 1991 when Richard A. Snelling died in office. Gov. Dean was subsequently elected to five two-year terms. Serving as governor from 1991 to 2003 made him the longest-serving governor in Vermont history.

During his 12 years as governor Vermont paid off much of its public debt, had a 11 balanced budgets, and lowered the income taxes twice. Dean also expanded the “Dr. Dynasaur” program, which ensures universal health care for children and pregnant women in the state.
